Kulynych Oleh Ivanovych

From BYuT to the Party of Regions and "button-pressing"

Oleh Ivanovych Kulynych is a People's Deputy of the VII, VIII, and IX convocations, head of the "Dovira" deputy group, and chairman of the Subcommittee on Land Relations of the Verkhovna Rada Committee on Agrarian Policy and Land Relations.

From October 1991 to 1995, he served as Deputy Chairman of the Zheleznogorsk District Consumer Union in Kursk Oblast, Russian Federation. In 1995, he returned to Ukraine, engaged in trade of fuel and lubricants, and founded an agricultural enterprise.

From 2006 to 2010, he was a deputy of the Poltava Regional Council representing BYuT. In 2012, he was elected to the Verkhovna Rada as an independent candidate, after which he joined the Party of Regions faction. On January 16, 2014, he voted for the "dictatorship laws." He was noted for "hand voting" for Yanukovych's laws. After the Maidan, he left the Party of Regions faction and joined the "Economic Development" group.

Russian sanctions and the "Dovira" deputy group

In December 2018, the Russian Federation included Kulynych in its sanctions list. Since December 2019, he has been the head of the "Dovira" deputy group in the IX convocation of the Verkhovna Rada. The "Dovira" group has repeatedly appeared in anti-corruption journalists' reports as a structure of independent deputies with opaque connections.
