Kutsiy Maksym Vasylovych is an entrepreneur and was head of the Odesa Regional State Administration from October 11, 2019, to November 5, 2020. He graduated from the National Academy of Internal Affairs (2004). After working in the Ministry of Internal Affairs, he moved to the banking and investment sector.

Avakov’s protégé and controversial appointment

The media link Kutsiy to Arsen Avakov. The appointment was accompanied by a scandal: just before the Cabinet meeting, the issue was suddenly removed from the agenda — "the Office of the President doubted its appropriateness." Despite the doubts, the decree was signed a few days later.

"Did absolutely nothing" and subordinates ignoring orders

During the first months in office, residents complained about the governor’s inaction. Subordinates refused to carry out his orders due to rumors of his imminent dismissal. Kutsiy publicly complained about this himself: "Everyone is asking if maybe I'll go myself."

Kickbacks from medical equipment and plagiarism

The media reported that Kutsiy received kickbacks from the procurement of medical equipment — the same equipment previously purchased by the former governor. In 2020, he was involved in a plagiarism scandal: he published a post about cheap loans copied from Prime Minister Honcharuk, forgetting to delete the phrase "Let's pass the last paragraph to the prime minister."

Business and cash exceeding 5 million

Beneficiary of advertising agencies "Media Partner" and "Digital Partnership," construction company "City-Corpus," and investment company "Service and Management." The declaration records cash over 5 million UAH.
