Kuzmenko Ruslan Oleksandrovych

From Regional Deputy Assistant to Poroshenko

In 2006–2007, he was an assistant to the People's Deputy from the Party of Regions, Petro Melnyk, a notoriously known rector of the Tax Academy in Irpin. Kuzmenko later graduated from the same academy. In 2019, he acted as a trusted proxy for Poroshenko's presidential campaign.

Buying Voters and Ties with a Corrupt Governor

The deputy's fund of 500,000 UAH per year was spent not on assisting constituents of the district, but on "work with pensioners" to prepare the electorate. There are rumors of close ties with the former head of the Kyiv Regional State Administration, Oleksandr Horgan, who was suspected of corruption.

Suspicion by NABU and Hidden 27 Million

In 2023, NABU/SAP announced suspicion against Kuzmenko for concealing assets worth over 27 million UAH in his 2020 declaration: a house and land plot near Kyiv, a Toyota Prado, a DAF truck, and a semi-trailer van belonging to a family member. The suspicion was announced in absentia, as two months before the full-scale invasion he left Ukraine and has not returned. The NAPC system records that his cash assets exceed declared income by more than 10 times.
