Lelikov Vitaliy Oleksandrovych

Head and co-owner of defense scientific and production companies "Techimpex" and "Imperium"; a subject of materials linking a group of suppliers of the Ministry of Defense with the sanctioned former MP Andriy Derkach

Co-owner and head of the scientific and production companies "Techimpex" (repair and modernization of armored vehicles, participant in state defense orders since 2003) and "Imperium." Part of a group of major suppliers to the Ministry of Defense along with Dmytro But (former Deputy Head of the Main Investigative Department of the Ministry of Internal Affairs), Yuriy Kravchenko, and Ihor Terekhov; a related entity is LLC "Prom-Techno Group."

Contracts and proceedings

According to OBOZ.UA, in 2024 the State Export Control fined "Prom-Techno Group" nearly UAH 72 million for manipulation of a military procurement contract (the company is appealing); in open tenders on Prozorro the firm showed only UAH 95 thousand—the rest is classified by Cabinet of Ministers' decrees, while transfers from "Techimpex" to "Prom-Techno" reached approximately UAH 186 million. Media Hub also mentions a criminal proceeding regarding substandard spare parts for Ukrainian Armed Forces armored vehicles worth UAH 171 million. A corporate conflict has been ongoing around the companies: co-owner Yevhen Vashchilin stated (Defense Express) that while he was detained in Poland in 2019 on a Russian-initiated search, partners removed him from "Techimpex" using forged documents in favor of the newly established "Imperium."

Until 2023, Lelikov was among the founders of TV channel "Aurora" and LLC "Foma," but after the National Security and Defense Council sanctions against Andriy Derkach, he left the founders’ list, yielding his place to Viktor Besaza. Investigators also point to contacts between the group through "Techimpex" and Derkach and Medvedchuk.
