From the Moscow District Committee of the CPU — through Omelchenko — to the Regionals

Igor Volodymyrovych Lysov — People's Deputy of the VI–VII convocations from the Party of Regions, president of the construction company "Liko-Holding", deputy chairman of the Committee on Construction, Urban Development and Housing and Communal Services. Doctor of Science in Public Administration.

In 1985–1989 — instructor at the Moscow District Committee of the CPU in Kyiv. In 1989–1996 — deputy and first deputy head of the Moscow District State Administration of Kyiv. In 1996 founded "Liko-Holding." In 2003–2006 — head of the Main Department of Communal Property of Kyiv and deputy mayor under Omelchenko.

250 million investor funds and a criminal proceeding

In 2015, the General Prosecutor's Office gained access to documents of "Liko-Holding" as part of an investigation into the misappropriation by the company's top management of citizens' investments amounting to over 250 million UAH. The company insists that all investors eventually received apartments.

Church for the Moscow Patriarchate and voter bribery

In Teremky, Lysov built the Transfiguration Cathedral and, according to media reports, using his parliamentary mandate, re-registered it from the Ukrainian Autocephalous Orthodox Church (UAOC) to the Moscow Patriarchate — which was favored by Yanukovych. After the Tomos was received, the cathedral transferred to the Orthodox Church of Ukraine (OCU), and Lysov became a ktitor (church patron). In the 2012 elections in constituency No. 211, activists recorded the distribution of social cards with discounts from the Lysov Charity Fund and campaign concerts — signs of indirect voter bribery.
