Three criminal cases by the GPU, apartment frauds and illegal eco-fund
In 2002, the GPU initiated a criminal case for abuse of power: the administration illegally created the capital's ecological fund and made decisions on merging communal enterprises without proper grounds. In 2004, the GPU opened a new case: city officials were accused of fraud in the distribution of state housing for illegal monetary compensation. In 2005, accusations involved the misappropriation of Kyiv land plots and deterioration of Kyiv's architectural appearance. None of the cases reached court. In 2009, a high-profile scandal over a traffic accident involving Omelchenko. The National Anti-Corruption Bureau initiated a full audit of his 2016 declaration. Despite numerous proceedings, there were no verdicts during his years as mayor.
