Gas Case and Suspended Sentence

In 2010, the Security Service of Ukraine (SBU) detained Makarenko in relation to the illegal customs clearance of gas for the company RosUkrEnergo, which was processed by the customs office he headed in 2009. In 2012, the court sentenced him to 4 years suspended, but in 2014, the Pechersky District Court released him from criminal liability and declared him not convicted; later, he won the case at the European Court of Human Rights (ECHR).

“Makar” from Corruption Correspondence

In 2014, correspondence between People's Deputy Khomutynnyk and Odesa Governor Palytsia about the conditions for passing contraband goods through customs appeared online, mentioning “Makar” — the Deputy Head of Customs, allegedly an organizer of the scheme alongside the department director Mukhin. Makarenko himself responded to the scandal with profanity, refusing to provide explanations.
