He worked in the Privatization Department of the Shevchenkivskyi District Council, then as deputy head of the privatization department of the Shevchenkivskyi District State Administration. According to the media, Malovany was promoted to head of the Main Department of the State Land Agency of Kyiv region by Artem Kadomskyi on the recommendation of Oleksandr Lutskiy — a developer connected with large-scale land schemes dating back to Mayor Chernovetsky’s era, involving over 100 billion UAH.

According to sources, Malovany successfully carried out schemes with expensive land — "seized" land, including agricultural land, was instantly registered to his family members, relatives, and friends. The media also reported that he demanded kickbacks from subordinates.
