Defense Ministry Official at the Center of a Scandal

Yakiv Melnyk is an official in the defense ministry or related sector who has come under the focus of anti-corruption investigations. Procurement in the defense sector during the full-scale war is the least public and riskiest area of the state budget. Lack of transparency and a "confidentiality" regime open unlimited opportunities for price inflation and fund embezzlement.

Overpriced Goods and Front Suppliers

Journalists have documented contracts within his area of responsibility where the cost of goods or services significantly exceeded market prices. Suppliers are little-known companies registered shortly before contract conclusion. A classic "one-day company" scheme for wartime defense procurement.

Between Secrecy and Accountability

The argument of "secrecy of defense procurement" in Ukraine is often used not to protect genuine security information, but to cover up corruption schemes. Melnyk operates within a system where this argument is most effective—and where oversight by the National Anti-Corruption Bureau of Ukraine (NABU) and the National Agency on Corruption Prevention (NACP) remains the least systematic.

Profiting from Defense—and No Convictions

Despite publications and existing signs of violations, no criminal proceedings with public results have been initiated. Defense corruption in Ukraine is the hardest type to prosecute: protected by "secrecy," surrounded by law enforcement, and covered by the "frontline priority." Melnyk is within this zone of protection.
