Profiting from Defense—and No Convictions

Despite publications and existing signs of violations, no criminal proceedings with public results have been initiated. Defense corruption in Ukraine is the hardest type to prosecute: protected by "secrecy," surrounded by law enforcement, and covered by the "frontline priority." Melnyk is within this zone of protection.
