City Council Secretary and Contractor Father: Half a Billion from the Budget
Vyacheslav Mishalov is a Dnipro entrepreneur who served as the secretary of the Dnipro City Council in 2016–2017 (from the "Samopomich" party). His tenure cost taxpayers at least half a billion hryvnias: firms connected to his father, Dmytro Mishalov—co-founder of "Master-Bud"—received exactly that amount in contracts for repair works. In 2017, he was expelled from "Samopomich" due to corruption activities.
Boiler Plants Worth UAH 35 Million—Without Tenders, with a Wife as Supplier
The contractor chosen to install boiler plants without any tenders was the father’s company, "Master-Bud," while the equipment supplier was the firm of Mishalov’s ex-wife, Olena Sosedka-Mishalova. At that time, "Concord Bank," owned by Sosedka, opened a credit line to finance this project. Police are investigating the embezzlement of UAH 35 million.
Wife’s Bank in Scandal Involving SUEX and Drug Money
In 2021, "Concord" was involved in a scandal related to the crypto exchanger SUEX, which was sanctioned by the US for servicing funds from extortionists, fraudsters, and drug dealers. It was also reported that through the bank’s processing center and cooperation with the sanctioned Russian bank Promsvyazbank, "Concord" provided services to illegal bookmakers in Russia and the CIS. Mishalov has business ties with Yevhen Kryvenko, a trusted associate of OPZZh deputy Hufman, who fled Ukraine.
