Person information

Ukrainian businessman and politician of Armenian descent, founder of one of Ukraine's first private construction companies, "Poznyakyzhilbud"

In his political past, he was elected three times as a People's Deputy of Ukraine (IV, VI, and VII convocations), including as a member of the "Party of Regions," and was part of the close circle of developers during Viktor Yanukovych's era. He holds the academic degree of Doctor of Technical Sciences and the Order of Prince Yaroslav the Wise. His activities were repeatedly accompanied by scandals related to the allocation of land plots in Kyiv and lobbying construction interests through government offices. After the change of power in Ukraine in 2014, Nver Mkhitaryan practically withdrew from public politics, handing over asset management to his son Arthur, and focused on international investments.

The scandal involving accusations against the Security Service of Ukraine (SBU) erupted in December 2018 and became a unique case for Ukrainian business

Nver’s son, Arthur Mkhitaryan, published an open video appeal to the President in which he accused the SBU and the General Prosecutor's Office of extortion and pressure on the company Taryan Group. Law enforcement opened a criminal case regarding the construction of the Taryan Towers residential complex, claiming the absence of approvals from the Ministry of Culture, as the land under the towers belonged to Kyiv's historic area. Arthur Mkhitaryan publicly stated that he was demanded a bribe of 1 million dollars or the equivalent in square meters to close the case. Public resonance and support from the business community forced law enforcement agencies to retreat, and later the claims of the Ministry of Culture and the SBU regarding the project were officially annulled.
