President of KSE with an impeccable reputation and a criminal investigation

Timofii Milovanov is the president of the Kyiv School of Economics (KSE), former Minister of Economy (2019–2020), advisor to the Head of the Office of the President Yermak (2020–2021). After resigning from the government, he became a freelance advisor to the Office of the President, chairman of the supervisory board of Ukroboronprom, and a member of the supervisory board of Energoatom. At the same time, he headed KSE — a university and charitable foundation, which actively received contracts from the very same state companies.

"Charitable" hryvnia from every Ukrposhta parcel

Since mid-2024, Ukrposhta automatically added 1 UAH to the cost of every parcel and transferred these funds to the KSE Foundation — a foundation associated with Milovanov. Customers were not separately informed about this. In March 2026, the National Police opened a criminal investigation on the grounds of abuse of official position by Milovanov and Ukrposhta’s CEO Smilianskyi. Both deny involvement in the violations.

Supervisory board scheme and conflict of interest

Critics note one trend: Milovanov appears on the supervisory board of a state company — and contracts for seminars and KSE services begin arriving there. This was the case with Energoatom, where he ordered training for nuclear power plant management for UAH 327,000, and with Ukroboronprom. After the NABU operation "Midas" in November 2025, Milovanov left the supervisory board of Energoatom, where large-scale embezzlement was ongoing. Shortly thereafter, he also left Ukroboronprom — on the "strong advice" of KSE’s supervisory board.
