Myrnyi Ivan Mykolayovych

From Head of Criminal Investigation to Firtash's Structures

Ivan Mykolayovych Myrnyi is a former police officer, a People's Deputy of the VI, VII, and VIII convocations from the Party of Regions and the Opposition Bloc, and chairman of the Subcommittee on Anti-Corruption Issues (2014–2019).

He ended a 25-year career in law enforcement in the Chernivtsi region in 2002, after which he immediately joined Dmytro Firtash's «Highrock Holding Limited», and in 2005 became vice president of «YES Aviation», a company owned by the same oligarch that provided helicopter services to Yanukovych until his flight to Russia. Sources close to Firtash claim that Myrnyi effectively headed the oligarch's security service and, upon entering parliament, unofficially lobbied his interests at the highest level.

"Dictatorial Laws" and Protection of Corrupt Colleagues

On January 16, 2014, he voted for the package of "dictatorial laws." He publicly supported deputies and oligarchs involved in corruption scandals—Onyshchenko, Deidei, the "amber deputies" Rosenblat and Poliakov. In 2017, he lobbied for the appointment of Nigel Brown, a Briton and former private detective suspected of attempting to bribe police, as an auditor of NABU, and proposed hiring new NABU employees without interviews.

Suspicion in the Murder of "Pacha" and Control over Drug Trafficking

On April 4, 2020, in Chernivtsi, a criminal authority nicknamed Pacha (Yevhen Borshan), who controlled drug trafficking and cigarette smuggling to the EU, was murdered. According to journalistic investigations, sources in the Chernivtsi law enforcement agencies directly name Myrnyi and his longtime partner Mykola Zahursky as involved in the murder—as competitors of the deceased for control over the highly profitable drug channel. The same data indicates that Myrnyi had overseen the protection of drug trafficking in the region for thirty consecutive years—since his time in the police service.
