Deputy Head of the "Batkivshchyna" Faction in the Kyiv City Council with Business in Occupied Crimea

Lawyer, deputy of the IX convocation of the Kyiv City Council, head of Kyiv "Batkivshchyna" in 2019–2022, candidate for Kyiv mayor in 2020. Leads the NGO "Center for the Protection of Kyiv Residents," which "Chesno" associates with "vote-buying."

Re-registration of Business under Russian Federation Law

According to media reports, in 2015 Nestor re-registered his private enterprise "Igarka" under Russian law in occupied Crimea — at the address of the three-star hotel "Southern Night." Through his wife Yana (Korovchenko) and her brother Serhiy Korovchenko — both were assistants to former Party of Regions member Portnov — he is connected to both Portnov and the former head of the Justice Department of Crimea. Korovchenko is the beneficiary of companies managed by Nestor.

Debts of "Kyivmiskbud-1" and "Toilet Schemes"

The firm "Kyivmiskbud-1", co-owned by Nestor, owed the state 116.7 million UAH in taxes in 2017; courts returned half a hectare of its land in Lukyanivka to the community. In 2021, he co-initiated a decision whereby the Kyiv City Council ceased legal battles against the development of Osokorky and the Nebrezh and Martysheve lakes. In 2025, according to "Chesno," he was one of the leaders in voting for "toilet schemes" — corrupt land allocations.
