Former Minister of Infrastructure with three criminal cases — NABU, the High Anti-Corruption Court, and now the State Bureau of Investigation for evasion of service

Since 2014 — deputy minister, from 2016 to 2019 — Minister of Infrastructure of the Groysman government. On February 24, 2022, voluntarily joined the Armed Forces of Ukraine; in August 2024 wounded by two KABs at the battalion position (15 shrapnel wounds, broken leg); in spring 2025 discharged due to injuries. Currently with family in London.

NABU for illegal enrichment, budget damages of $1.1 million, and new SBI suspicion for "systematic deception of command"

In 2017 signed an order to reduce port fees by 20% — a criminal case was opened. On September 13, 2018, NABU notified suspicion of illegal enrichment and failure to declare: official income from 2000–2018 — UAH 2.17 million, expenses only from 2008–2015 — at least UAH 3.45 million; the High Anti-Corruption Court imposed preventive measure — personal obligation. The Supreme Court ultimately acquitted. On May 14, 2026, the SBI announced new suspicion under Part 4 of Article 409 of the Criminal Code (evasion of service under martial law, up to 10 years): according to the investigation, while serving as a staff officer, he "systematically misled command" regarding the performance of duties. Omelian called the case "a political order from Bankova"
