Pavlenko Serhii Oleksandrovych

From the Ministry of Justice to Construction Companies

Pavlenko is a Ukrainian entrepreneur, founder of construction companies and a former employee of the Ministry of Justice of Ukraine. His name appears in the investigation by the Economic Security Bureau (ESB) and journalists of the Telegraph publication regarding the creation of a large-scale tender empire.

Together with his business partner, former police investigator Vitaliy Sheverun, he built a network of companies that secured over 1.4 billion hryvnias in public contracts. In June 2025, Pavlenko officially transferred this company to his partner Vitaliy Sheverun.

The company was created to participate in public procurements and quickly won tenders worth hundreds of millions of hryvnias for capital repairs, school reconstructions, and shelter arrangements. For example, at the end of 2025, the company received a non-competitive contract worth 240 million UAH to convert an abandoned gymnasium into a kindergarten in Solomianskyi District of Kyiv, where analysts from Our Money found a probable doubling of prices for construction materials.

Law enforcement agencies are investigating possible embezzlement of budget funds in the repairs. According to the ESB analysis, at least 195 million hryvnias were funneled by the contractor to accounts of fictitious or high-risk affiliated companies ("Building Set" and "Building Set Trade"), which had 1–2 staff members each but filed reports from the same IP address.
