Perkhun Serhii Oleksandrovych

Ukrainian lawyer, law enforcement officer, and civil servant, First Deputy Director of the Economic Security Bureau of Ukraine (ESB)

Born in 1977 in Kharkiv, he graduated from the Yaroslav Mudryi National Law Academy. He worked for over 20 years in the prosecutor's offices (in Kharkiv, Dnipropetrovsk regions, and the Office of the Prosecutor General), and in 2023 he moved to the ESB, initially heading the Territorial Department in Kyiv region, and later becoming the bureau's deputy director. During extended periods in 2024–2025, the Cabinet of Ministers officially appointed him as the acting director of the entire Bureau.

From the Prosecutor's Office to the ESB

In the media space and investigations by civil organizations, Serhii Perkhun’s activities sparked discussion due to his rapid career advancement and his "prosecutorial" background. Journalists and anti-corruption activists analyzed his declarations, noting that his family owned several real estate properties, land plots, and premium vehicles, whose values at times attracted monitoring by the relevant authorities. Additionally, the media covered allegations regarding the inefficiency of certain ESB investigations into the shadow market of excisable goods during the early stages of his leadership, although later the relevant committees of the Verkhovna Rada acknowledged some positive progress in combating illegal tobacco under his chairmanship.
