Deputy of the Kyiv City Council of the VII, VIII, and IX convocations, since 2015 — Secretary of the City Council and Deputy Mayor Vitali Klitschko's representative from the "European Solidarity" party. In October 2024, journalists discovered a large number of commercial and residential real estate properties owned by Prokopiv's family; he himself stated that he is an "expert in real estate and knows how to negotiate properly." Mayor Klitschko suspended him from his duties during the investigation, after which Prokopiv submitted a resignation letter. Specifically, his wife Vira Prokopiv's company purchased commercial premises in the "Metropol" residential complex at a price twice below market value.

Suspicion by the Security Service of Ukraine (SBU) and National Police regarding smuggling draft evaders and house arrest

On April 17, 2025, the SBU and National Police announced suspicion against Prokopiv for organizing a scheme to smuggle conscripts across the border — he faces up to seven years in prison. According to the investigation, the official helped those liable for military service to travel to European countries disguised as drivers of fuel tankers from a commercial enterprise. In total, with Prokopiv's consent and using his digital signature, 31 individuals received permission to cross the border through the "Shlyakh" system. On April 22, 2025, he was placed under 24/7 house arrest for 60 days; in June 2025, Prokopiv filed a lawsuit against the SBU and National Police in court.
