Russian appointee, "head" of the occupation "DPR", convicted for collaborationism

A native of Makiivka (born 1981), a failed economist; in 2011–2013, functionary of the Mavrodi "MMM" financial pyramid; in 2013, ran for the Parliament (0.08%). In spring 2014, became one of the leaders of pro-Russian unrest in Donbas: deputy to the "people’s governor" Hubarev, co-organizer of the pseudo-referendum, "chairman of the DPR People's Council presidium." Since 2015 — "chairman of the DPR People's Council," and after the assassination of Zakharchenko in 2018 — "head of the DPR."

Service to Russia

At the end of 2021, joined "United Russia" (received party card from Medvedev); in February 2022 signed the "Treaty of Friendship" with Putin; headed the "United Russia" list in the pseudo-elections on temporarily occupied territories. Under EU, US, Canadian, and Australian sanctions since 2014.

Proceedings

The Security Service of Ukraine has been searching since 2014. In December 2023, convicted in absentia to 15 years for collaboration activity and encroachment on territorial integrity. In 2025, new in absentia suspicion for violations of laws and customs of war (Art. 438), involvement in deportation of Ukrainian children and removal of metallurgical plant products from occupied territories.
