Defense Enterprise and Assets Ten Times Greater Than Income

Vasyl Rakul is an official of the State Enterprise "Ukrspetskonversiya" of the Ministry of Defense of Ukraine (Odesa region). The declaration reveals a systemic anomaly: the monetary assets of the declarant and his family exceed the total declared income by more than 10 times. This is an automatic trigger for the National Agency on Corruption Prevention (NACP) — but not necessarily automatic liability.

Gifts Constitute Over 75% of Income

A separate red flag in Rakul’s declarations is that gifts, prizes, and "charitable assistance" make up more than 75% of total income. An official of a defense enterprise who has three-quarters of his "income" as informal receipts from third parties. Who gives and for what purpose is a question the declaration does not provide an answer to.

"Ukrspetskonversiya" — An Enterprise with Strategic Access

The State Enterprise "Ukrspetskonversiya" is engaged in weapons conversion and is a subdivision of the Ministry of Defense. Access to processes of disposing of surplus weapons and conversion schemes is, by definition, a corruption-risk zone. An official with declared anomalies in such an organization is not just NACP statistics, but a systemic threat.

Family Member Did Not Provide Information

Another note in Rakul’s declarations is: "Family member did not provide information" — meaning the declaration is knowingly incomplete. The absence of data about a family member’s assets alongside an existing anomaly in own assets is not a technical mistake but a concealment tool. NACP has a signal. No inspections so far.
