Former Head of Dnipropetrovsk Regional Military Administration on Trial for Embezzling UAH 392 Million in Roads through Lover-Powerlifter's Company
Head of Dnipropetrovsk Regional State Administration/Military Administration from 2014 to 2023. In November 2022, "Schemes" published the investigation "Companion for a Billion": the company "Budinvest Engineering," which managed UAH 1.5 billion for road repairs in Dnipropetrovsk Oblast, is directly linked to Reznychenko. Half of the company is registered to Yana Khlant, a professional athlete and powerlifting coach, who Reznychenko was reportedly in a relationship with. Since the beginning of the full-scale invasion, the region spent UAH 2.3 billion on road repairs—more than any other region.
Scheme of "Maintenance Exploitation," UAH 30 Million Bail, and Court Case
On September 12, 2024, NABU handed Reznychenko a suspicion notice for abuses during road repairs—damages amounting to UAH 286 million; Deputy Bespalchuk is separately charged with illicit enrichment. On September 16, 2024, the High Anti-Corruption Court imposed a preventive measure—UAH 30 million bail. According to the investigation, officials replaced major and current repairs with "maintenance exploitation," which in 2022 was prioritized and did not require a full set of documentation—projects, examinations, or technical supervision; documents were forged to expedite payments. Total damages amount to UAH 392 million. On December 10, 2025, NABU completed the investigation; the case is being prepared for submission to the High Anti-Corruption Court.
