Lieutenant Colonel of the State Emergency Service, currently serving as the head of the 41st State Fire and Rescue Unit (SFRU) of the 2nd Fire and Rescue Brigade of the Main Directorate of the State Emergency Service of Ukraine in Kharkiv region. As of August 2026, the official is under scrutiny by law enforcement agencies due to an anti-corruption investigation. The Specialized Anti-Corruption Prosecutor's Office (SAPO) filed a lawsuit with the High Anti-Corruption Court (HACC) demanding the confiscation of his assets as unjustified.

Anti-corruption investigation

The first to attract attention was a Toyota Land Cruiser 200 (Executive Lounge trim, 2019 model), purchased in 2024. The market value of the vehicle is estimated at at least 3.02 million hryvnias. The car is formally registered to the official's mother, but law enforcement claims that the true owner is the lieutenant colonel himself. Notably, he declared the vehicle only in the 2025 declaration, after the investigation began.

Cash funds amounting to 196,117 hryvnias, which the official declared as an increase in his personal savings at the end of 2024. The total amount of the claim is 3,223,117 hryvnias. According to SAPO's analysis, the official income of Vitalii Riznyk himself, his wife, and parents did not allow for such expensive purchases.
