Rudenko Andriy Ivanovych

Businessman, former Deputy Mayor of Kharkiv from the "Kernes Bloc"

Among the entities controlled by Rudenko are LLC "Slobozhansky Bread" and LLC "Kharkiv-Sand" as well as LLC "Kharkiv-Chalk", where he is a beneficiary. He has been a deputy of the Kharkiv City Council for five consecutive convocations—from the 4th to the 8th—representing various parties: from self-nomination and "Batkivshchyna" to the "Revival Party" and the "Kernes Bloc". At some point, he became Deputy Mayor of Kharkiv under Hennadiy Kernes for Housing and Communal Services and retained this position under Ihor Terekhov.

On April 8, 2024, Kharkiv Mayor Ihor Terekhov dismissed Rudenko from the position of Deputy Mayor for City Life Support. The dismissal was immediately linked to the investigation by the State Bureau of Investigations concerning the contractor company LLC "Tech-Incom". Rudenko was responsible for city defense in Terekhov’s team. A month after his dismissal, on May 10, 2024, Russia launched a large-scale offensive on Kharkiv Oblast—despite supposed preparedness, the fortifications failed to delay the occupiers.

A 5.4 million scheme and detention without bail

According to the Specialized Prosecutor's Office for Defense in the Eastern Region, Rudenko led a criminal organization that in 2024 embezzled 5.4 million UAH of budget funds. The group included the firm "Tech-Incom," which received contracts from the Housing and Communal Services Department of the Kharkiv Regional Military Administration, and three intermediaries—LLC "Bud-Techprom", individual entrepreneurs Sarycheva and Drach—who inflated material prices by 30%. The director of LLC "A.I.R.", co-owned by Rudenko until recently, is Viktoriya Pysmak, former owner of "Tech-Incom." Overall, in 2024, "Tech-Incom" signed 29 contracts with the Regional Military Administration totaling 545.7 million UAH—without tenders and without uploaded estimates. The court imposed a preventive measure on Rudenko in the form of detention without the right to bail.
