Deputy of the Kherson Regional Council from "European Solidarity", former head of the Kakhovka District State Administration (2015–2019). Beneficiary of the private enterprise "Graal Pivden". In April 2022, he was taken captive by the Russians in Kakhovka — shortly thereafter released, but did not return to the territory controlled by Ukraine. In December 2023, he registered two clone companies under Russian jurisdiction — LLC "Kakhovske SATP-2107" and LLC "Graal Pivden" — and obtained a Russian Federation passport. In March 2026, he submitted a statement to relinquish his deputy powers, planning to return to the temporarily occupied territories, but was detained by the SBU in Odessa.

Saltykov was involved in managing the occupation enterprises "Vostok-Agro" and KFG "Agrinita" in 2023: he received remuneration, controlled the registration of machinery according to Russian legislation, submitted reports to the occupation authorities, and supplied the enterprises with fuel and spare parts. "Vostok-Agro" received over 5 million rubles in subsidies from the occupation budget. In April 2024, with his assistance, 2,000 tons of sunflower seeds were sold to the Krasnodar Krai of the Russian Federation for 48.4 million rubles. Along with Saltykov, his accomplices Yevhen Zhidov, Vyacheslav Pankov, and Marina Pankova were also suspected. All face from 3 to 5 years imprisonment with confiscation of all property.
