Samoylenko Anton Igorovych

Ukrainian civil servant, manager, and deputy head of the Kherson Regional State (Military) Administration

Born on January 13, 1980, in Kramatorsk, Donetsk region. Before joining the civil service, he worked for a long time in the commercial sector of Donetsk, holding positions as a manager and supply director at industrial and agricultural enterprises (including the Energomashspetsstal plant). Since May 2023, he was appointed deputy head of the Kherson RSA under Oleksandr Prokudin, where he coordinates the restoration of critical infrastructure, humanitarian projects, and regional accessibility issues.

Scandal involving fortifications and "friends'" contracts

The largest public and media scandal involving the official is connected with the spending of budget funds on defense infrastructure in the frontline region. Investigative journalists discovered that companies linked to Samoylenko's circle received large contracts without competition.

Specifically, the company "Global Build Engineering" won tenders worth over 280 million hryvnias for the construction of fortification structures in Kherson, as well as for major repairs of a school in Vysokopillia (130 million UAH). Journalists drew attention to the company's ties to the official's former business in Donetsk. Samoylenko publicly denied any business or family ties to the contractor, stating that the company's selection was conducted transparently in accordance with current legislation. Furthermore, at the end of summer 2026, media outlets reported on Samoylenko's attempts, despite ongoing investigations, to apply for a leadership position at the State Agency for Infrastructure Restoration and Development of Ukraine.
