Head of the State Property Fund of Ukraine from 2019 to 2022 — a person who was supposed to sell state assets honestly and at a high price. According to the investigation, instead he built a scheme to embezzle state giants: he appointed "his" directors at the "Odesa Port Plant" and the "United Mining and Chemical Company," who sold products (titanium ilmenite) to controlled companies at underpriced rates. The state suffered losses — the "right" companies profited.

Thrice a "whistleblower" — and himself the head of a corrupt group

The most striking detail: Sennichenko submitted three whistleblower reports to NABU — but in fact, according to the bureau, these "exposures" were used to eliminate competitors so that only his scheme would profit. In March 2023, NABU and SAP announced suspicion in absentia of creating and leading a criminal organization and put him on the wanted list; the losses of OPP and UMCC were estimated at over 700 million UAH, and legalization of proceeds over 10 billion. The investigation (completed in 2026 with assistance from Austria, Croatia, and France) met him abroad. The anti-corruption fighter from whom corruption began.
