Shaban Oleksiy Volodymyrovych

Deputy Head of the National Bank of Ukraine for Payment Systems — a technocrat without public scandals, but in the shadow of the "Dubai case" of colleague Oliynyk

Director of the Payment Systems and Innovative Development Department of the National Bank of Ukraine (since 2018), since 2023 — Deputy Head of the NBU. Responsible for the development of payment infrastructure, implementation of the digital hryvnia (e-hryvnia), regulation of non-bank payment services, and innovative development of the financial sector. He is in the same management vertical as NBU Deputy Head Dmytro Oliynyk, regarding whom the High Anti-Corruption Court in November 2025 obliged the NABU to open proceedings for illegal enrichment.

Declaration without anomalies and absence of public scandals

Shaban's declarations for 2018-2024 were systematically submitted; the NACP recorded no public violations. No criminal proceedings, suspicions, or journalistic investigations concerning him personally have been recorded. His public presence is limited to expert comments on payment systems and the e-hryvnia. He is one of the architects of Ukraine's instant payment system and regulatory changes in the non-bank financial institutions sector.
