Shmuliar Oleh Vasylovych

Influential Kyiv top official, lawyer, and first deputy director of the Department of Communal Property of Kyiv (Kyiv City State Administration)

A civil servant with over 30 years of experience: he began his career as a prosecutor’s investigator, spent a long time in senior legal positions at the State Property Fund of Ukraine (1998–2010), and since July 2011 has continuously worked at the Kyiv City State Administration, where he effectively manages the processes of leasing, privatization, and disposal of the capital’s property. He is considered one of the main "long-term" figures of Kyiv authorities whose influence has persisted through the terms of many mayors.

A persistent toxic reputation as leader of the so-called "Communal Mafia of Kyiv"

Journalistic investigations accuse him of embezzling Kyiv’s property through grey schemes involving the undervaluation of lease costs and private privatizations, causing the city to lose more than 600 million hryvnias. At the beginning of 2026, Shmuliar received an official suspicion from the prosecutor’s office for illegal privatization of a communal building in central Kyiv, and in 2022 was involved in a case concerning official negligence. Concurrently, a scandal erupted surrounding his 34-year-old daughter Maria Shmuliar, who through communal enterprises of the Kyiv City State Administration organized multimillion corruption tenders for affiliated companies (for example, for the renovation of the "Krakiv" cinema), while the official himself declared numerous apartments, houses, and land plots.
