“Green tariff” on occupied land — 141 million pocketed

In 2019–2020, Rostyslav Shurma and his brother Oleh took control of a network of enterprises producing electricity from alternative sources in Zaporizhzhia region. When some of these stations were located on occupied territory, they continued to receive payments from the state under the “green tariff,” submitting fake data about generation. The damage to the state amounts to 141.3 million hryvnias.

Searches near Munich and flight to Austria

In September 2024, Zelensky dismissed Shurma from the position of Deputy Head of the Presidential Office. He immediately left for Bavaria. In July 2025, the NABU conducted searches at his house near Munich following a request from detectives. After that, Shurma moved to Austria — a country that does not extradite suspects. In February 2026, the Ministry of Internal Affairs declared him and his brother wanted.

High Anti-Corruption Court — pre-trial detention in absentia

On April 21, 2026, the High Anti-Corruption Court chose a preventive measure of custody in absentia for both brothers. Shurma publicly responded by calling the decision “illegal and politically motivated.” A person suspected of financing the occupation economy comments on his arrest from Europe — and is in no hurry to return home.

Regionalist, supervisory board of Naftogaz and "partners" of Ukrzaliznytsia

Before the Presidential Office, Shurma was a deputy of the Donetsk Regional Council from the Party of Regions. After his appointment as Yermak’s deputy, he became a member of the supervisory boards of Naftogaz and Ukroboronprom. Simultaneously, Ukrzaliznytsia selected companies connected to his circle as rail suppliers for 666 million hryvnias. The National Agency on Corruption Prevention (NACP) filed a protocol for conflict of interest. Shurma called it “null and void.”
