Shypko Andrii Fedorovych

Ukrainian politician, medical top manager, and public official

Shypko is a current deputy of the Dnipropetrovsk Regional Council (from the faction "Vilkul Bloc ‘Ukrainian Perspective’"). He was born in 1970 in Dnipro, graduated from the Dnipropetrovsk Medical Institute with a degree in Pediatrics and from the Yaroslav Mudryi National Law Academy. Previously, he served as Deputy Chairman of the Dnipropetrovsk Regional Council (2006–2012), People's Deputy of Ukraine of the VII and VIII convocations (former member of the "Party of Regions"), and from March 2021 to 2022, he held the position of acting director of the National Cancer Institute (NCI).

Medical corruption

In June 2025, the politician became one of the main figures in a large-scale anti-corruption investigation by NABU and SAP regarding the creation of a criminal organization in the medical sector. According to the investigation, during Shypko's leadership of the Cancer Institute, medical equipment was purchased with a markup of up to 50% through companies controlled by businessman Herman Fistal, causing losses to the state budget of over 231 million hryvnias. The High Anti-Corruption Court (HACC) imposed a preventive measure on Andrii Shypko in the form of bail amounting to 30 million hryvnias, along with procedural obligations (wearing an electronic bracelet, surrendering foreign passports), which the court regularly extends throughout 2026 while the pre-trial investigation continues. Additionally, Shypko is known for voting in favor of the so-called "dictatorship laws of January 16" in 2014.
