Despite the ban on the OPZZh party, Papiyev continues to attend sessions in the Verkhovna Rada and is a member of the Commission for monitoring, receiving, and using material and technical assistance — thus having access to information about logistics, armaments, and international aid to Ukraine. In May 2018, journalists recorded Papiyev violating the law by arranging "colleagues'" voting cards before the vote. On July 22, 2025, he voted for law No.12414 on subordinating NABU and SAP to the Prosecutor General, which sparked mass protests.
