From the SBU to the agrarian sector

Former high-ranking officer of Ukrainian special services, who for a long time held the position of head of the Chuhuiv interdistrict department of the Security Service of Ukraine (SBU) in Kharkiv region. Leading a key interdistrict SBU unit in a strategic frontline region, he was responsible for counterintelligence support, combating terrorism, and protecting state secrets in the Chuhuiv area. After leaving the special services, he moved to the private sector.

Claims by law enforcement

In August-September 2026, Oleksiy Strelnikov came under the scrutiny of public organizations and law enforcement due to a high-profile scandal in Kharkiv region. According to investigations and official complaints from human rights institutions (notably NGO "Non-Stop Ukraine"), the former SBU chief became a subject of proceedings regarding the creation of a criminal scheme together with the management of a large local peasant-farmer enterprise "Druzhba" (Derek family). According to investigators, Strelnikov, using his former connections and influence in security structures, acted as a "protector" of illegal transactions involving land plots worth tens of millions of hryvnias, as well as facilitated fictitious employment and illegal conscription exemptions of persons of draft age through commercial licenses for international transportation. Currently, materials concerning his alleged abuses and corrupt business cover-up have been submitted for review to controlling authorities and the State Bureau of Investigations.
