"Supervisor" from Mindich

Oleksiy Stupak has been the chairman of the management board of JSC "Sense Bank" since February 19, 2024, and has worked at the bank since June 2019 — that is, since the time when it was owned by sanctioned Russian oligarchs Fridman and Aven. People's Deputy Yaroslav Zheleznyak publicly stated: Stupak in the bank is "from Mindich, or more precisely from Shurma," meaning he is a protégé of people from the closest circle of the Office of the President. In November 2025, Stupak denied the presence of any "supervisors" in the bank. However, in May 2026, journalists from "Ukrainska Pravda" published new transcripts of the "Mindich tapes" — and the situation turned upside down.

Hidden management structure

The National Bank of Ukraine initiated administrative proceedings against Stupak due to signs of a hidden parallel management structure of the bank that operated until 2022. The regulator is verifying the CEO's compliance with business reputation requirements.

"Midas", $4 million kickbacks, and financial monitoring silence

According to journalists, at least $4 million in kickbacks related to the "Midas" case, directed to the crypto wallets of the scheme's curators, may have passed through Sense Bank. Journalists recorded that the bank's financial monitoring "let go" hundreds of millions of hryvnias benefiting sanctioned Russians — and Stupak "pretended not to notice anything." At the parliamentary temporary investigative commission meeting on May 5, 2026, Stupak stated that "the supervisory board did not make harmful decisions" and that he "does not remember" requests from the "supervisor" Veselyi.
