Tkachenko has been administering justice at the High Anti-Corruption Court since the institution's establishment in 2019. He has many years of experience within the legal system, having previously served as a judge in commercial courts of various levels. At the HACC, Tkachenko specializes in high-profile corruption and economic cases involving top officials, politicians, and oligarchs, performing functions both as an investigative judge and as the presiding judge in substantive court hearings.

Lenient rulings and controversies

In the fall of 2023, Judge Tkachenko refused to grant motions filed by the Specialized Anti-Corruption Prosecutor's Office (SAPO) and the National Anti-Corruption Bureau of Ukraine (NABU) to seize assets and property of an oligarch, and he also released from custody one of the key suspects in the case, Yaroslav Luhovyi. The judge has repeatedly closed high-profile cases citing the expiration of investigation deadlines (so-called "Lozovyi amendments"). Notably, in June 2026, the HACC Appeals Chamber overturned a decision made by Tkachenko to close a case involving the embezzlement of UAH 11.8 million from Ukrzaliznytsia, deeming his findings premature and remanding the case for a new hearing. In May 2025, Tkachenko issued a controversial ruling granting a motion by defense attorneys to disqualify presiding Judge Nataliya Movchan from the case over alleged "failure to provide conditions for reviewing case materials." This move provoked outrage among activists, who called the justification contrived, noting that the defense had participated in the case for over a year.
