Head of the Chernihiv District Military Commissariat, whose unjustified assets worth over 4 million UAH were confiscated by the High Anti-Corruption Court

Colonel, career military commissar: headed the Lozova District Military Commissariat, then was promoted to acting head of the Kharkiv Regional Military Commissariat and Sanitary Point, and since August 29, 2025 — acting head of the Chernihiv Regional Military Commissariat and Sanitary Point (replacing Oleksandr Shybirin). Throughout his career, he received income in the Kharkiv, Luhansk, and Chernihiv military commissariats.

Confiscation through court and appeal

In January 2026, the High Anti-Corruption Court satisfied the prosecutor's claim recognizing Trebisov's assets as unjustified and ordered their confiscation in favor of the state. On April 3, 2026, the Appeals Chamber of the High Anti-Corruption Court upheld the decision unchanged: over 4 million UAH was recovered from Trebisov himself, and a 2022 Toyota Camry Hybrid was confiscated from his wife. The court found that two cars in 2023–2024 were acquired by persons close to the official and that his wife's legal income was insufficient for the purchase — the difference between her expenditures and income for 1999–2023 was about 4.48 million UAH. According to StopCor data, he also used a vehicle declared in the asset declaration at a price seven times lower than market value.

He entered the "red zone" — among the 10% of heads of military commissariats who, according to media analysis, generate criminal proceedings and civil confiscation claims (totalling about 368 million UAH of unjustified assets across the system). He is appealing the decision.
