Director of the BEB with a Russian citizen father and a wife involved in NABU tenders

Born in 1982 in Lviv. Lawyer with three higher education degrees, Doctor of Philosophy in Law (2023). Since 2003 — investigator at the Ministry of Internal Affairs, since 2015 — detective at NABU, head of the 3rd detective unit of the 2nd Main unit. Handled high-profile cases: Operation "Clean City" (land corruption in Kyiv City Council, over $7 million discovered), case of MP Pashynskyi (bail of UAH 270 million — one of the largest in NABU), case of developer Komarnytskyi. He was also involved in NABU disciplinary proceedings — for violating rules of transporting criminal case materials, which led to their temporary loss. In 2025, he won the competition for director of the BEB, receiving unanimous support from the international members of the commission.

Scandal over security clearance and appointment on the third attempt

The Cabinet of Ministers blocked Tsyvinskyi's appointment twice, citing "additional materials from the SBU." Among the concerns: Tsyvinskyi's father, Ihor Hryhorovych Tsyvinskyi (born 16.07.1960), holds Russian citizenship — passport No. 4705994107 issued in Murmansk, is an active user of "Odnoklassniki" and a supporter of Soviet ideology and the Russian Navy; his wife, Maryana Tsyvinska, is a polygraph specialist who performed contracts with NABU; the son presumably resides in the United Kingdom under the Home for Ukraine program. Tsyvinskyi himself stated that he has not been in contact with his father for about 10 years and has no confirmed data regarding his father's Russian passport. After passing a polygraph test and meeting with the Prime Minister on August 6, 2025, the Cabinet appointed him as director of the BEB on the third attempt.
