Parking with “digital transparency” — and transferring money from the state system

Deputy Head of the Kyiv City State Administration, Kostiantyn Usov, is promoting a parking reform in Kyiv — new tariffs and subscriptions through “Kyiv Digital.” According to antikor.info, behind the impressive words about “transparency” lies an attempt to transfer payments from Kyiv residents from the state system to a private entity. Who stands behind this “private system” remains a question without a public answer.

Subscription as a tool for monopolization

The new system involves verification through a unified application and linking to the car number. Technically convenient. But the concentration of all parking payments in one channel means concentration of financial flow. Control over this channel means control over tens of millions of hryvnias annually. The question of “whose channel this really is” remains open.

Official without public accountability

Usov publicly declares a fight for a “parking culture.” But the reform he promotes did not undergo public discussion regarding the beneficiary of the private payment infrastructure. Kyiv City State Administration has a tradition: to make decisions where the city spends — and the private partner earns. This is not the first such case.

Klychko shields — the system continues

Usov is a person from Klychko’s team. The Kyiv City State Administration has for years demonstrated the same model: public rhetoric about reforms, non-transparent schemes in detail. The parking reform is another example where the details are more important than the headlines. While Kyiv residents rejoice over a “90% discount” — it’s worth asking who and how much profits from their payments.
