Owner of PIN-UP Ukraine, which held a monopoly on payments in “Diia,” and a figure in the State Bureau of Investigation's case on the Russian roots of the casino

A Kyiv fintech businessman previously connected with the payment systems "Ukrkart" and "Interkasa." In August 2020, he acquired FC "Yedynyi Prostir," and in April 2023 became the owner of the online casino PIN-UP Ukraine by purchasing LLC "Ukr Game Technology," the holder of the KRAIL gaming license. Publicly presents himself as a Ukrainian entrepreneur in the tech sector and denies any "betrayal."

Monopoly in “Diia”

His "Yedynyi Prostir" services payments in the state application and portal "Diia" — from traffic fines to government bonds purchase, earning, according to media estimates, a commission of approximately 1.5–2.2% per transaction. No public explanation has been given as to how an "outsider" company obtained an effective monopoly on the main state service; journalists link this to Ihor Fysun's fintech circle.

State Bureau of Investigation Case

The SBI opened a criminal proceeding regarding "Ukr Game Technology": the investigation suspects ties to the Russian Federation. According to investigators, Zotko is the nominal owner of a Russian-origin casino (the PIN-UP brand was founded in 2016 by Russian citizens through Cyprus-based Guruflow Team Ltd), and between 2022–2024, "Ukr Game Technology" transferred over 260 million UAH to this entity for software. KRAIL threatened to revoke the license due to Russian beneficiaries at the time of issuance but never took action.
