Afghanistan Veteran, Kyiv City Council Deputy from "Solidarity"
Yurii Zubko is one of the colorful representatives of the Kyiv municipal elite, whose path from special forces in Afghanistan to the Kyiv City Council urban planning committee spans three decades. From 1983 to 1985, he served in the army, participating in Afghanistan as deputy commander of a special forces unit. From 1992 to 2006, he was the first deputy chairman of the Committee of Afghanistan War Veterans. In 2006–2007, he was a People's Deputy of the 5th convocation from the Socialist Party and a member of the budget committee. Since 2015, he has been a Kyiv City Council deputy from "Solidarity", a member of the commission on urban planning, architecture, and land use. His transition from the Socialist Party to Poroshenko's party is a typical trajectory of an opportunistic regional politician.
Development of protected territory and "misuse of land"
In 2016, Zubko was involved in a scandal related to misuse of land. Membership in the urban planning and land use commission itself provides broad opportunities to influence the allocation of plots in the capital, and publications linked Zubko to attempts to develop on a protected territory in the center of Kyiv, included in the UNESCO heritage list.

In the 2018 declaration: cash of $26,000, €35,000 and 320,000 UAH; on deposits – 68,000 UAH. Income: 2.9 million UAH dividends from "Dnipropetrovsk Project", 2 million UAH from the sale of shares of Kupiansk Silicate Plant, salary of 284,000 UAH, pension of 124,000 UAH. Declared watches include Ulysse Nardin and Zenith.
