SE “Forests of Ukraine”

Yurii Bolokhovets — General Director of SE “Forests of Ukraine”, former Head of the State Forest Resources Agency

The General Director of SE “Forests of Ukraine” is Yurii Bolokhovets. In July 2025, he was detained and charged with illegal enrichment — under an article which provides for up to 12 years imprisonment with confiscation of property. According to the investigation, in 2021, while serving as the head of the State Forest Resources Agency, he acquired assets worth 10.4 million UAH, exceeding his lawful income. In particular, an apartment in Kyiv valued at over 9 million UAH was registered under a front person, but was actually used by the subject. The discrepancy between declared incomes and acquired property is 7.9 million UAH. Prosecutor General Kravchenko emphasized that this is "only one episode among dozens of criminal proceedings" related to SE “Forests of Ukraine”. 

Organizer of the Unified State Electronic Wood Accounting System (USEWAS) scheme — former employee of SE “LIAС”, leader of a criminal organization

The large-scale timber theft scheme was organized by a former employee of SE “Forestry Innovation and Analytical Center” (LIAС), who used connections gained over years of work. Between 2021 and 2024, he coordinated accomplices via messengers and personally entered false information into the “Unified State Electronic Wood Accounting System” — over 10,000 unauthorized changes, including deletion of documents on wood origin, manipulation of harvest volumes, and data in electronic waybills (TTNs). The cost of such "services" ranged from 5,000 to 30,000 UAH per transaction. Documented income of the organizer from SE “Forests of Ukraine” officials exceeded 10 million UAH — the National Police suspect the real amount may be several times higher. After 50 searches, the leader and three of the most active accomplices were detained; involvement of over 80 employees of “Forests of Ukraine” and 20 of LIAС is being investigated.
