The largest private developer in Kyiv with Lithuanian beneficiaries

Founded in 2003 by Vladyslava Molchanova and Volodymyr Kosterin. In 2009, Kosterin exited; his share was acquired by Lithuanian BT Invest. Current beneficiaries: Maryna Poznyakova, Raimondas Tumanas, Agne Ruzgiene, and Ivan Molchanov. Molchanova is the co-founder and public face of the group. Portfolio: Retroville, Novus network, Warsaw Quarter residential complex, Galaktika, Warsaw-2, Warsaw-3, Eureka, Patriotika, H2O, and over 140 projects. Molchanova was a trusted representative of Tymoshenko in the 2019 elections and is considered an informal sponsor of Batkivshchyna in Kyiv.

NABU suspicion, revoked permits, $250 million from Arkada investors, and $35 million from EBRD despite everything

In 2024–2025, courts revoked the building permit for the H2O residential complex located on the territory of the Osokorky ecopark and declared illegal the detailed plan of the Minsk district for 12,000 new residents; the Kyiv Commercial Court dismissed the company’s lawsuit against the NGO "Ecopark Osokorky." On September 6, 2025, NABU notified Molchanova of suspicion of misappropriating 18 hectares of state land together with former MP Ivanyushchenko. Investors from the bankrupt Arkada bank accuse Stolitsa Group of embezzling UAH 250 million through FC Garant Capital. In March 2026, EBRD granted the company a $35 million loan for the Warsaw residential complex, explaining that it "found no legal risks" despite the co-founder’s suspicion.
