NABU helps Yermak, interested in Kyiv kiosks, block Bilozerkovets in the interests of Kholodov and Kultenko

Suspicions of submitting false information about property worth 3,8 million hryvnias in the electronic declaration, charged against former People's Deputy of the eighth convocation Dmytro Bilozerkovets, demonstrate to Vitali Klitschko the price of his association with Presidential aide Andriy Yermak.

Klitschko has already gotten rid of Dmytro Davtyan and frozen projects with Pavlo Fuks, and has also distanced himself from developer Maksym Mykytas, who has been practically “cleansed” of major assets, including Ukrbud.

Now problems are arising for his closest circle. Dmytro Bilozerkovets, one of the few who remained with Klitschko, is under investigation, works on parking issues, and is listed as an advisor.

His protégé on the Kyiv City Council, Oleksandr Kharchenko (lawyer, former member of UDAR, firm “Karetnyi Dvir”), vice-chair of the permanent commission on urban development, architecture and land use, defected to “ZeKyiv,” which is being put together by Serhiy Husovskyi, Illya Sahaidak and Oleksandr Tkachenko.

Kharchenko, together with Andriy Andriyev, under Bilozerkovets’s leadership, dealt with small architectural forms (MAFs). Now this sphere is being informally taken over by Presidential aide Andriy Yermak and more openly by his junior partner, Servant of the People MP Andriy Kholodov.

At first glance, this may seem too petty for Yermak compared to the international politics he handles. But MAFs continue to attract him as they did several years ago, when he entered this business under former head of the Kyiv City State Administration Oleksandr Popov. Few remember that ahead of the beautification of Kyiv for Euro-2012, Andriy Yermak headed the board of the NGO “Association of Small Business and MAFs” of Kyiv, and all issues with the KCSA were handled by the city’s “kioskers” through his legal services.

Kholodov has a narrower specialization: he controls the trade of tobacco products through MAFs. That is why Kholodov is the author of amendment 8 to draft law No. 1049 “On Amendments to Certain Laws of Ukraine Concerning the Introduction of a Single Account for the Payment of Taxes and Fees for Compulsory State Social Insurance,” which proposes to establish a fixed margin for wholesale and retail trade of tobacco products.

Working alongside Kholodov is another Servant of the People deputy, Artem Kultenko. He effectively inherited Yermak’s organization with all its structural elements and recently tested it at protests against the dismantling of 900 bus stop complexes in Kyiv.

Kultenko ran for Kyiv City Council in 2014 as a candidate from the Party of Afghanistan Veterans. He now presents himself as a very religious man, almost a preacher. Klitschko has no choice but to yield to Kholodov, whom Yermak is promoting as an alternative to Oleksandr Tkachenko as a candidate for mayor of Kyiv, entrusting him with oversight of MAFs, while Bilozerkovets must accept this fact and deal with resolving troubles with NABU. If he shows stubbornness, Yermak will not exonerate him.
