Agrarian billionaire in Vienna — two bankrupt banks, UAH 10.9 billion debt to the NBU and UAH 722 million bribe to Nasirov

Founder and beneficiary of the agroholding UkrLandFarming — one of the largest land users in Ukraine (~500 thousand hectares). Owner of two banks: VAB Bank (declared insolvent in November 2014) and Financial Initiative (bankrupt in June 2015). The total debt of both banks to the NBU for refinancing is UAH 10.9 billion. Since 2019 he has lived in Vienna; declared internationally wanted. Scheme of embezzlement of the VAB Bank stabilization loan: in October 2014 they received UAH 1.2 billion from the NBU, granted against collateral whose value was overestimated 25 times; the loan was withdrawn, and a month later the bank was declared insolvent.

Indictment to the Specialized Anti-Corruption Court, UAH 722 million bribe to Nasirov and blocked extradition from Austria

On November 13, 2019, the NABU announced suspicion against Bakhmatiuk and former VAB Bank CEO Maltsev; on March 25, 2024, the indictment was forwarded to the Specialized Anti-Corruption Court. Separately — suspicion of giving a UAH 722 million bribe to the former head of the State Fiscal Service, Nasirov, for expedited VAT refunds; the case is also at the Specialized Anti-Corruption Court (indictment — February 2024). The Prosecutor General’s Office refused NABU’s request to sign extradition of Bakhmatiuk from Austria — citing “procedural violations”; the National Police also did not find Bakhmatiuk in Interpol databases. Meanwhile, entities connected to him are involved in proceedings concerning sponsorship of the Honcharenko Centers.
