Former MP of the VIII convocation from the Opposition Bloc, younger brother of Mykhailo Dobkin, owner of the agroholding Avesterra Group

In the summer of 2008, the media published a photocopy of a submission from the Main Investigative Department of the Ministry of Internal Affairs to the Kharkiv Regional Council, which claimed that Mykhailo and Dmytro Dobkins, together with Hennadiy Kernes, were using cocaine—based on the testimony of Igor Havrylov, convicted for drug distribution, who allegedly delivered substances "to the apartment of Dobkin D.M." According to open sources, Dmytro Dobkin underwent several courses of treatment for drug addiction both in Ukraine and abroad. Media reported that due to constant cocaine use, his nasal bridge collapsed and he had a platinum plate implanted.

In 2016, video cameras recorded the MP behind a column in the Rada chamber in a state of obvious agitation. Dobkin himself explained this in 2025 as fatigue, not drugs. After the de-occupation of part of Kharkiv region, media reported possible involvement of his business in trade with occupied Luhansk. In 2023, Dobkin left for Russia, where he is currently hiding.
