Fesyk Kyrylo Oleksandrovych

Subject of media corruption accusations due to partnership with bribing deputy Vladyslav Trubitsyn and embezzlement of school renovation budgets

Kyiv lawyer and attorney, Ph.D. in Law (born October 3, 1986); spent childhood in the Czech Republic where his family emigrated, later graduated from the Law Faculty of Taras Shevchenko National University of Kyiv. Since May 18, 2020 — head of Obolon District State Administration in Kyiv (appointed by presidential decree). In 2022–2023, coordinated "Points of Invincibility" with Starlink and generators.

Connection with Trubitsyn

At the end of 2021, co-founded the "Ridna Obolon" Charitable Foundation together with Kyiv City Council deputy Vladyslav Trubitsyn. On February 9, 2022, Trubitsyn — accused of receiving UAH 1.26 million in illicit gains and later placed on the NABU wanted list — was detained by law enforcement officers right in Fesyk’s office. Following scandals around Trubitsyn, Fesyk resigned from the foundation’s founders in May 2023.

Bribery accusations

According to Oleks Popov, director of a private school ("Ukrainian News", RegioNews, 2023), Trubitsyn and Fesyk demanded $100,000 and a share in business for renting premises in Obolon district. Additionally, journalists alleged possible embezzlement of budget funds allocated for restoration of 4 schools and 2 buildings damaged by shelling; a ruling from Holosiivskyi District Court was issued during the preliminary investigation. Fesyk denies all these allegations, emphasizing that no suspicion was formally served to him and no investigative actions were conducted at the Administration, while claiming that a comprehensive "smear" PR campaign has been deployed against him and he is litigating to protect his reputation.
