Kolomoisky's lawyer, Mayor of Dnipro, and 50 million concealed income

Filatov began his legal career in structures associated with Pavlo Lazarenko, and later became a lawyer and ally of Ihor Kolomoisky and Hennadiy Korban. He dealt with issues of privatization and corporate raiding — over twenty cases in the 1990s. As Mayor of Dnipro, Filatov was suspected of illegal enrichment — the case was closed. However, he is still charged with inaccurate declaration: he allegedly concealed 50 million hryvnias of income from offshore companies and undeclared property in 2016–2017. The prosecutor's office identified facts of illegal privatization of municipal real estate — 154 sq. m of communal premises sold for $6,500, a scheme signed by Filatov.

Helicopter, three Porsches — and a city closed to journalists

In his declaration, Filatov listed seven cars, a Eurocopter helicopter, a sailing-motor vessel, shares in five regional energy companies, and over $1 million in cash — with an official mayoral salary of 368,000 hryvnias per year. Local activists publicly state: "corruption on this scale has not been observed under any government," and the Dnipro city hall is effectively closed to the media — obtaining a comment from the city mayor is "simply impossible." Filatov presents himself as a patriot and reformer — but criminal proceedings continue, and questions regarding property remain unanswered.
