Over 20 years in the Security Service of Ukraine (SBU): 2020–2022 — Head of the SBU in Zhytomyr region, 2022 — Head of the SBU in Dnipropetrovsk region. From February 2023 to October 2025 — Head of the Dnipropetrovsk Military-Civil Administration. Since October 15, 2025 — Head of the Odesa MCA (appointed after Trukhanov was stripped of citizenship). He is friends with Artem Sytnyk, former First Deputy Head of the NACP; complaints about Lysak's unlawful actions sent to the NACP in 2024 were not reviewed.
OP audit following the kidnapping in Dnipro and a "billionaire" deputy
In February 2026, the high-profile kidnapping of the son of a call center network owner in Dnipro drew central government attention to Lysak's activities in the Dnipropetrovsk region; according to sources in the OP, his prior activities may be audited within law enforcement bodies of the region. Lysak's deputy at the Odesa MCA, Serhii Krasilenko, declared in 2025 cash assets: UAH 60,000 and $25,000 personally, UAH 250,000 and $40,000 — his wife; also a 104 sqm apartment in Kyiv, a 17-hectare land plot in Kyiv region, and a non-residential premise in Odesa from Maestro Hotels Management.
