Son of Kuchma's ally

Born on November 26, 1980. A well-known financier, son of Pavlo Haidutskyi — Minister of Agrarian Policy (1995–1996), Deputy Head of the Presidential Administration under Leonid Kuchma (1997–2005), and advisor to President Yanukovych. The son's career directly follows his father's connections within the corridors of power.

From the State Property Fund to the supervisory board of seaports

He advanced from assistant to the deputy governor of the National Bank of Ukraine (2005–2010) to deputy chairman of the State Property Fund (2015–2017) and chairman of the supervisory board of the Administration of Seaports of Ukraine (since 2020). At each stage — government bodies with significant financial resources and opportunities to influence assets. Currently, according to his latest declaration, he works at the Mykolaivvodokanal Municipal Enterprise.

Declarations record financial obligations to private individuals. This means that some private persons lent considerable funds to the public official — without a public procedure, collateral, or official interest rate. That is why such obligations are a classic indicator of hidden dependence: the lender gains an informal lever of influence over the official managing state resources — in Haidutskyi's case, the State Property Fund and the supervisory board of seaports with billion-level assets. The question is simple: who are these people and what did they receive in return?
