Unchanging “financial controller” from Kuchma to the NBU: headed customs, then sat on the regulator's cash flows for decades

A financial auditor from Zhytomyr region (born 1955, village Kalenske), graduate of Ternopil Financial and Economic Institute, candidate of economic sciences — with a telling dissertation topic "Development and improvement of financial control in customs affairs." Began career in 1974 as an economist at the district financial department; in 1988–1993 — chief controller-auditor of the Ministry of Finance of the Ukrainian SSR in Zhytomyr region. Rose to first deputy head of the Apparatus of the Verkhovna Rada; in 2006 ran for Parliament from the People's Bloc of Lytvyn (No. 18). At one time headed Ukraine's central customs authority (State Customs Service).

NBU and cash flows

Since 2011 — at the National Bank of Ukraine: first deputy, later head of the NBU Main Department for Kyiv and oblast; since April 2016 — director of the NBU Central Depository (receipt, issuance, and transportation of all the regulator's cash). In April 2018, became a member of the NBU Council for five years (until April 2023).

Declarations showed salary at the NBU of about UAH 1.3 million (2017) plus interest on deposit in Ukreximbank (~UAH 156,000). Declared unfinished construction of ~1000 m² in Veresy, Zhytomyr region, Mercedes-Benz 2003 and Toyota RAV4 2016.
