Katsuba Volodymyr Mykhailovych

People's Deputy from the Party of Regions from Bryansk Oblast, Russian Federation

Born on July 14, 1957, in Berezivka village, Klymovsky District, Bryansk Oblast, Russia. Since 1972 — in Kharkiv. Served 15 years in the Soviet Army — reserve lieutenant colonel, political officer of transport aviation of the Soviet Armed Forces. People's Deputy of the VII and VIII convocations from the Party of Regions, later from the group "Revival Party." Chairman of Derhachi District State Administration in 2007–2012.

Dynasty: two sons simultaneously in Naftogaz and the Parliament

Eldest son Serhiy — People's Deputy of the VII convocation from the Party of Regions. Younger son Oleksandr — Deputy Chairman of the Board of NJSC Naftogaz. Lutsenko publicly stated that Katsuba's father "regularly sends petitioners to him." Three members of one family simultaneously held power in Kharkiv region, the Verkhovna Rada, and a strategic state company.

Sons' arrest: UAH 12 billion embezzlement and fictitious acts

In October 2015, the court issued a sanction to arrest both Katsuba brothers. Oleksandr was accused of signing acceptance certificates for work performed amounting to UAH 285 million for research that did not take place — the funds were received by a fictitious company. Both brothers were also charged with attempting to embezzle 3.4 billion cubic meters of gas from Naftogaz worth UAH 12 billion. In June 2016, Oleksandr was arrested within the framework of the "Kurchenko gasoline case."

Land in park, voter bribery, and watches worth hundreds of thousands

In 2010, Katsuba was accused of illegal distribution of land plots in Artem Park in Kharkiv — to firms linked with him and Salyhin. The declaration includes apartments in Kharkiv, Kyiv, Kryvyi Rih, houses in several villages, BMW and Mercedes vehicles, as well as Patek Philippe and Cartier watches.
